The World Customs Organization identifies the next Harmonized System edition as HS 2028, the eighth edition, with amendments effective on 1 January 2028. The earlier reference to a “2026 edition” and an unsupported count of 350 headings has been removed. [1] [2]
What to do in 2026
- Inventory products whose specifications or technology are changing.
- Map current national tariff lines to the future HS 2028 structure when the transition material is available.
- Record explanatory notes, classification decisions and binding rulings used for the mapping.
- Check licences, origin rules and tax treatment when a classification changes.
The WCO amendment page is not a substitute for the destination country’s implemented tariff schedule. Customs classification remains a product-specific decision supported by technical evidence.
