Recent official China–US statements illustrate why exporters should separate a negotiated commitment from a general business forecast. China’s Ministry of Commerce described elements of the 2025 Kuala Lumpur arrangement and its suspension period, while the White House published its own fact sheet. [1] [2]
What the source does and does not prove
A bilateral statement can identify a measure, party, product scope and effective period. It does not automatically create mutual AEO recognition, a universal tariff reduction, or a benefit for every shipment handled by a service provider.
Exporter control points
- Identify the exact tariff or non-tariff measure at issue.
- Check the implementing notice, exclusions and effective date.
- Confirm origin, classification and documentation separately.
- Label forecasts about negotiations or market impact as analysis.
Claims about other bilateral arrangements require their own dated primary documents.
