China Customs’ online guide identifies Decree No. 280 as the governing framework for the registration and administration of overseas manufacturers of imported food, with the new regime taking effect on 1 June 2026. [1]

Before exporting food to China

  • Identify the overseas manufacturer and product category.
  • Confirm whether registration is required and which authority or procedure applies.
  • Match the registered manufacturer, product description, packaging and customs declaration.
  • Keep certificates, labels and inspection evidence consistent with the shipment.

Registration is not the same as product clearance. Customs, food-safety and labelling requirements can still apply at import, and the importer should verify the current implementation for the product.
