China’s 2026 tariff adjustment plan records further tariff treatment under RCEP arrangements from 1 January 2026. The applicable result still depends on the importing country, tariff line, staging category and origin evidence. [1]
What exporters should verify
- Use the importing country’s current tariff schedule for the exact HS line.
- Check the product-specific RCEP origin rule rather than assuming a percentage threshold.
- Prepare the required certificate or declaration of origin.
- Confirm whether the importer, exporter or producer must retain supporting records.
Why a generic “tariff cut” is unsafe
RCEP preferences are not a single ASEAN-wide rate. Rates can differ by member, year, product and origin pathway. A commercial quote should therefore show the assumed destination, HS code and origin basis, with the preference treated as conditional until the importer confirms eligibility.
